美区 apple id, 购买时的消费税是按什么来计算的

计划用美区账户订阅 ChatGPT ，看了下文章，都说要设置地址为免税州，否则有消费税

1. 原本就有美区 apple id, 以前申请时没有设置免税州
2. 充值礼品卡购买过一次小火箭，2.99 刀，但也没有消费税呀
3. 没有绑过信用卡，还有 0.01 的礼品卡余额
4. Billing Address 和 Shipping Address 有啥区别，Shipping Address 昨天改了，然后打开绑定信用卡页面，默认的 Billing Address 还是原来的
5. 目前 Billing Address 是佐治亚州，购买 ChatGPT 有没有消费税

有，多个 1.x 刀，免税州就 New Hampshire 、Oregon 、Montana 、Alaska 、Delaware 。
